Cold head

Sometimes the head of my penis gets cold (only when I'm flacid). Is this normal? If I play with it a little bit the coldness goes away. Also, it only happens in the winter, and its just my head that gets cold and not the rest.

This happens to me too, but only when I'm out side and it is very cold.........I also loose A LOT of flacid size.
