I don't want to insult anybody's intelligence by asking this question. But when performing a normal kegel I can feel my pc muscle clench, most definitely. However, when performing a reverse kegel I do not feel my pc muscle do anything - at least the part of it that you can feel doing something when performing a normal kegel. What I feel is something more internal. Something closer to my sphincter muscle. Any thoughts guys?

I think in addition to the internal stuff you are feeling, a RK fully relaxes the PC muscle, which is harder to feel...
