Is this a stretch?

Ok.....i get an 80% erection, then i grab at base and push up to the head just like a jelq.....but i hold it here and grab over my hand with my other hand and i pull as hard as I can without ripping my head off. is this a stretch or more of a head enlarger?

I do these sometimes to stretch the skin. I do them as a sort of pre-cursor to other stretches. I like doing them at 100% erect and pulling as much foreskin as I can over the head and holding it for an extended time.

the best way to determine what you are affecting is by finding out what you are feeling, are you feeling a strech of your ligs, pressure in your head, both or neither? the answer should come out from there.
