Is it safe to say, that no matter what the routine, erections should only continue to become harder? PE routines should never be cause for a lack of erection hardness, correct?

That's correct unless you have "perfect" erections to begin with. Consider that, as your penis grows, you're going to need to raise it's level of EQ proportionately just to maintain the same degree of stamina and hardness.

What do you mean by "EQ?" Also, I meant to ask this as well: Will erection angle stay the same? I am worried about doing downward streches and losing my current angle.

"EQ" means "Erection Quality" or "Erectile Quotient"- it's a combined measure of stamina and hardness. As long as your training is balanced your ligaments should retain their "spring". The goal of this training should be to produce size, stamina, and hardness in balance.
